REX system / Form A document
If you import from certain developing countries, you may qualify for a discount or total exemption on import duties. This is laid down in the General Preferential System (GSP). To prove that the imported goods actually come from those countries, the origin (Certificate of Origin) must be checked in the public REX system. Only registered exporters may use such a Certificate of Origin. These exporters are included in the self-certification system Registered Exporter (REX). This REX system can be consulted worldwide. If a country does not yet use the REX system, a Form A can still be used until June 2020 to prove the origin of the goods.
Purpose
The EU, together with other industrialised countries, has concluded the so-called GSP agreement with many developing and less developed countries in order to promote trade with and imports from these developing countries. The products from these countries will of course become much more attractive to import if they are exempt from import duties upon importation. The condition is that these goods meet the origin standards of the GSP protocol.
How do you obtain a Certificate of Origin or a Form A document?
Before having the products shipped, you should check that your supplier is included in the REX system. The supplier must state on the invoice that it is included in the REX system. In that case, you qualify for lower or no import duties. If the country of origin does not yet use the REX system, you must ask your supplier (shipper) in the developing country for a Form A. In that case, you will be eligible for lower or no import duties. The supplier must apply for a Form A in his country from a competent authority. When importing into the EU, this document must be showed it in its original form to Customs.
